Using Radial Blur For Special Effects.

You can create all kinds of interested effects using Radial Blur (Filter/Blur/Radial Blur). The 1st screenshot shows a Layer with white painted (above a photo, background layer).

The 2nd Screenshot shows the effect of adding a Radial Spin Blur with a blur amount of 25.

Screenshot 3 shows the effect of a Radial Spin Blur with a blur amount of 65.
